旅居英國22年的新竹子弟藝術家蔡筱淇，因新冠疫情而返國，巧獲新竹市政府邀請創作藝術燈飾，增添元宵歡樂氛圍，並以「風．光．逐夢」為題，在護城河上以不鏽鋼、鋁合金創作，作品宛如「凝結煙火」綻放在河面，深受遊客喜愛。
